On Nov. 21, 2011, the Patrick County Board of Supervisors voted 4-1 to remove Gail Harding from the Economic Development Authority (EDA). Dr. Lock Boyce named Lonnie Reynolds of Peters Creek as the replacement.

After the meeting, EDA Chairman Glenn Roycroft, reported to WHEO news that this was an illegal move according to the Code of Virginia. The only dissenting vote was cast by Blue Ridge Supervisor, Karl Weiss. Since the meeting, Dr. Lock Boyce, who made the motion to remove Ms. Harding, said she remained in the office for more than 4 years, which covers his term of office and since she represented the Peters Creek District, he had the right to re-appoint a person of his choosing. County Attorney, Alan Black had advised the Board at the meeting that replacing a member of the EDA could be done simply with a majority vote of the Board.
